Guidance of operating the City Assembly Administration
Session and Convocation
- The operation of the City Assembly Administration is operated separately by plenary
session and special committee
- The 1st odinary meeting is in every July 1st; the 2nd ordinary meeting is in every
November 25th. The session is within 35 days containing the 1st and 2nd ordinary meeting.
- The chairman announces an extra session before 5days of assembly according to
demands of the Mayor or 1/3 of enrolling members during 45 days
- The Mayor announce a case for consideration to City Assembly in advance
Plenary session
- This session decides the intention of Assembly ultimately
- It can be opened by 1/3 enrolling members
- It is resolved by attendance of majority enrolling members and majority of attending
members, except for special occasion
- The session is to be opened to the public but it can be withheld if there is agreement
of more than 2/3 members of attending members by proposal of more than 3 members or a chairman admits that it needs to be withheld for maintaining public peace and order.
Special Committee
- Special committee is for inspection a specified case made by the decision of the
plenary session temporarily
- It opens when a chairman of 1/3 of enrolling members demand
- It usually is formed when there are special cases such as handling draft budget and
approval of closing accounts, inspection of administrative affairs, examination of the regulations, petition examination and so on.
